Sunset review of Queensland's Biosecurity Regulation 2016

Overview

The Queensland Biosecurity Regulation 2016 (the Regulation) protects our environment, industries and communities from biosecurity threats.

The Department of Primary Industries is conducting a review of the Regulation to ensure it remains contemporary, fit-for-purpose, and minimises regulatory burden on people and businesses.

Public consultation on the proposed new Regulation, including proposed changes, occurred from 1 May to 29 May 2026.

The consultation is now closed and feedback is being considered.

Thank you to those who contributed to this consultation. Your input will help inform the settings for the new Biosecurity Regulation, so we can continue to protect Queensland’s primary industries, natural environment and economy from the impact of biosecurity risks.

About the Regulation

The Queensland Biosecurity Act 2014 (the Act) sets the legal framework for managing biosecurity risks in Queensland. It establishes the overarching principles and high-level rules.

The Queensland Biosecurity Regulation 2016 sits under the Act and provides detailed requirements and procedures to implement the Act effectively. It captures statewide entry restrictions, biosecurity zones, codes of practice, livestock traceability requirements, and a range of other provisions.

The Regulation expires every 10 years and is accompanied by a sunset review, which assists government in developing the new Regulation.

Without an effective, efficient and appropriate Regulation, the Act would not be sufficient to address the complex and evolving nature of biosecurity threats.
